Wargaming and simulation tools are increasingly recognized as the most vital instruments for preparing leaders to face the complexities of cognitive warfare and strategic defense. Because modern conflict relies heavily on deception, speed, and complex interdependencies across cyber, physical, and cognitive domains, traditional static planning and standard crisis manuals are no longer sufficient.   • Secondary process: dynamically responding to unplanned, adversary-caused events—requiring rapid intuition, low-hierarchy mission command, and real-time sharing of Cyber Situational Awareness (CSA) and Cyber Threat Intelligence (CTI)
